btw, I don't really understand the whole process of "investing" in the game. I get the weekly build stuff, just not the whole "community built" and the "tools".

And let me explain this: World of Mass Development was made by Slightly Mad Studios, makes of NFS Shift among other games.
The devs of SMS were sick of the game publishers (EA and others) and how they treated the devs, how they barely made any profit, and how if they switched to different publishers, they had to redo everything because the publisher held the rights to everything in-game (the lead track designer remarked that he had made the Nurburgring 4 times now), and how little community feedback and testers they had before the actual release, so they made their own publishing thing, WMD.
World of Mass Development is a site for game devs to put their game on, and users can then invest in the game and help test it. By invsting, users are pretty much acting like publishers, only we play by SMS's rules, not the other way around, and SMS can keep any material they make for use in other games. So, by acting as a "publisher" and funding the game, you'll get a small amount of money back based on 1. You investment and 2. How well the game does.
The community built part refers to the fact that because users invest in the game, they actively try to help make it better, such as making trailers, liveries for cars, help get game licences, and, with a larger investment, you can even become a game dev and actively help build the game.

EDIT: Almost forgot that most importantly, the devs were PO'ed because EA had SMS dumb down the physics in NFS Shift to make it more arcadey, and had it dumbed down entirely instead of just adding physics option.
